Start with the applicable legal text, then use Commission explanations and standards to understand implementation. A working plan, guidance document and industry standard serve different purposes and do not have the same legal status.
Legislation
- ESPR — Regulation (EU) 2024/1781 — framework, DPP provisions in Articles 9–15, operator duties and Annex III.
- Batteries Regulation — current consolidated text — use the current consolidated text, particularly Articles 13, 77–78 and Annex XIII. Consolidations aid reading; consult the adopted instruments and amendments for legal decisions.
Commission priorities and product guidance
- Commission working plan 2025–2030 — COM(2025) 187 — product priorities and indicative adoption schedule, not universal implementation dates.
- European Commission: Digital Product Passport — overview and access to sector material.
- European Commission: DPP questions and answers — Commission explanations of scope, progressive rollout and infrastructure.
- European Commission: battery passports — battery-specific background and related materials.
- European Commission: textile apparel — textile-apparel development and planning.
Recent infrastructure and preparation material
- Commission: DPP Registry launch, 20 July 2026 — reports infrastructure launch and testing environment. Do not interpret it as a mandate for all products.
- Commission: battery-passport guidance update, 21 August 2026 — links to data points by battery category. Guidance is nonbinding and should be read with legislation and relevant acts.
Technical standards
- CEN-CENELEC: DPP standards, 15 July 2026 — 2026 system-standard overview. Verify current publications, versions and the precise scope of any cited harmonised provisions.
- GS1 Digital Link standards library — URI syntax and resolver references. Evaluate applicability; GS1 is not presented here as a universal exclusive DPP requirement.
Direct standards citation and steel development
- Official Journal: DPP harmonised standards — Decision (EU) 2026/1736 — publishes six system-standard references; their effect is limited to the requirements they cover.
- European Commission: iron and steel development — official product development status and indicative adoption timing, not a final application date.
